That can happen, but with the right preparation, you wouldn't even need to drive too much during the busiest hours. Most everything you would need at those hours should be taken care of right there on the parkway sidewalks, except major groceries which you should take care of long before the streets fill up. It takes some common sense and some effort but there's no reason in the world you wouldn't be able to enjoy the Rod Run with minimal fuss. :)
The Pigeon Forge TN Smoky Mountains Rod Run is so much fun if you love collector cars and muscle cars of all types. Traffic gets a little hectic.
